Achieving a 77% Win Rate Across Local Elections

People across the country want to make their communities better, but many don’t have access to the training, resources, and support they need to develop leadership skills, influence policy, launch advocacy campaigns, or run for office. Murmuration’s partner LEE, a civic leadership development organization, is working to close that gap. LEE equips its members across all stages of life and career with coaching, connections, and skill-building opportunities to support and inspire them to increase access and opportunity in their own communities.

LEE’s network comprises a diverse group of emerging leaders, each with unique goals and priorities. To better address their members’ varied needs, Murmuration helps LEE deepen their impact by providing access to a dedicated Partner Success Manager, Data Success Manager, and Data Scientists, enabling them to build more comprehensive strategies.

The Challenge

In November 2025, several of LEE’s members were running for offices across all levels of local government, from school board seats to city council positions to mayoral races. While LEE’s candidates are deeply connected to their communities, many didn’t have access to insights, like early vote data or model scores built for the local level, to inform where to focus their limited resources, or an easy-to-use, affordable outreach and organizing platform to get up and running quickly.

The Solution

Murmuration worked closely with LEE to provide tailored data insights, support, and access to our outreach and organizing platform, Organizer, to 18 of their candidates during the election cycle, enabling them to effectively identify new supporters, engage them meaningfully, and turn their outreach into lasting community power. This support included:

• Custom Early Vote Dashboards – Murmuration built dashboards that provided real-time visibility into who had already voted and which supporters might still turn out, ensuring that LEE candidates could make the most informed, timely decisions about who to prioritize and where to allocate their resources as they approached election day.

• Tailored Data Strategies – Murmuration’s data science team provided LEE’s candidates with personalized recommendations for dozens of model scores, available in Organizer, including turnout scores, to help them have a more precise understanding of their communities and identify the right voters for their mobilization efforts.

• Access to Organizer, an Outreach and Organizing Platform – Equipped with early vote data and tailored data insights, LEE’s candidates still needed a way to put that information into action. Organizer, Murmuration’s outreach and organizing platform, gave LEE candidates a simple platform that brought their audience-building, outreach, and analysis efforts into one streamlined, easy-to-use experience. With Organizer, LEE candidates were able to quickly get their campaigns up and running with minimal effort and maximum impact.

The Murmuration team actively sources geographies for our members running in small races, imports select early vote history that allows our members to have the freshest lists, and works closely with LEE to implement the feedback our members provide about the tool’s use.”

The Result

Murmuration’s support helped LEE’s candidates turn their desire to make their communities better into tangible success on election day. During the November 2025 General election cycle, 14 of the 18 LEE candidates who used Murmuration’s tools and data won their races, resulting in a 77% win rate. Their victories spanned mayoral, city council, and school board races in 10 different states.
