This Privacy Policy describes how Murmuration Research Institute, Murmuration, Inc, and Murmuration Strategies (“Murmuration,” “we,” “us,” or “our”) collect, use, and share information about individuals (“you”) through websites that link to this privacy policy, including our Organizer, m{hq, and m{insights platforms (collectively, our “Sites”).

This Privacy Policy describes how Murmuration Research Institute, Murmuration, Inc, and Murmuration Strategies (“Murmuration,” “we,” “us,” or “our”) collect, use, and share information about individuals (“you”) through websites that link to this privacy policy, including our Organizer, m{hq, and m{insights platforms (collectively, our “Sites”). As part of Murmuration’s mission, we amplify the power of civic engagement with data, tools, and research for organizations building healthier and more equitable communities. We work with partners to promote online voter registration, civic engagement, and voter participation.
When engaged by our partners, we process personal information on their behalf as part of our engagement with them, and as directed to provide requested services or as otherwise permitted under law. In those partner relationships, our personal information obligations are determined by applicable law and our partner agreements. Personal information processed on behalf of our partners is not subject to this Privacy Policy. Instead, please consult the privacy policy published by the relevant partner to understand how that personal information is used and disclosed.
Collection of Information
We may collect personal information from or about you when you voluntarily provide us with such information, such as by filling out a form, signing up for our mailing list, participating in a video session, applying for a job, or otherwise communicating with us for any purpose. We may also receive personal information about you from third parties, such as schools, government entities, partners, data providers, affiliates, and service providers. We may combine the information we collect from other sources with any information that you provide to us.
The personal information that we collect may include your name, your contact information (such as address, phone number, and email address), your birthday, and demographic information.
Additionally, when you access our Sites, we or our third-party partners may collect information automatically such as your IP address, information about your browser or computer, your interactions with our site, or other information. We collect this information through the use of cookies and similar technology. We may also use third-party service providers that may collect information about your online activities across this and other sites over time. Additionally, we use session replay and similar technology to record and better understand your interactions on the Services.
Use of Information

- To operate, provide, maintain, and improve our Sites including to help track or complete your voter registration process and for analytics purposes;
- To communicate with you, including about voter registration and education-related advocacy;
- For research purposes, including to track voter registration and voter participation activities;
- To advertise and market our products and services, as well as products and services of third parties we think may interest you;
- To contact users who are interested in applying for jobs at Murmuration;
- To comply with the law and maintain the security of our Sites and services;
- For our recordkeeping purposes; or
- For any other purpose for which you have given your consent, or for any other purpose disclosed at the time of collection.
Sharing of Information
We may share the information that we collect:
- With our affiliates, service providers, and other third parties for purposes consistent with our mission, including for advocacy organizations or political campaigns to contact you; we may also share with these parties to provide and improve tools, including AI tools, that are part of our services;
- With organizations who partner with us to offer the website where you provided your information;
- With third party advertising partners to advertise our own products and services, and to other advertise products and services that you may be interested in.
- As part of a sale, acquisition, or merger or other transfer of all or part of Murmuration’s assets, including at bankruptcy;
- Pursuant to a subpoena, court order, or other legal process;
- With government entities as needed to provide our services and where required by law;
- To investigate, respond to, or resolve problems or inquiries (including law enforcement requests) or protect, enforce, or defend our rights, assets, and/or interests or the rights of third parties;

We may also use or share de-identified information with third parties in our discretion and to the extent allowed by applicable law.
Digital Advertising & Analytics
We may partner with ad networks and other ad serving providers (“Advertising Providers”) that serve ads on behalf of us and others on non-affiliated platforms. Some of those ads may be personalized, meaning that they are intended to be relevant to you based on information Advertising Providers collect about your use of the Site and other sites or apps over time, including information about relationships among different browsers and devices. This type of advertising is known as interest-based advertising.

For example, we may process demographic data or inferences about race, religion, national origin, or citizenship or immigration status. Your Rights. Residents of Certain States have rights with respect to the personal information collected by Murmuration. You may be able exercise the following rights regarding personal information, subject to certain exceptions and limitations:
- The right to confirm whether we are processing personal information about you.
- The right to know the categories or specific pieces of personal information we collect or process about you.
- If you are a resident of Minnesota or Oregon, the right to access a list of the specific third parties to which we have disclosed personal information.
- Depending on your state, the right to receive a portable and readily usable copy of the personal information we have collected about you, to the extent feasible.
- The right to correct inaccuracies in the personal information we have collected about you.
- The right to request that we delete the personal information we have collected about you.
- The right to opt out of (i) the processing of personal information for targeted advertising; (ii) the sale of personal information; or (iii) profiling for decisions that have significant effects.Please note that if you opt out of certain practices, we may be unable to provide you with some services.
- If personal data has been used in profiling and if you are a Minnesota resident, additional rights to be informed about such profiling.

Verification Process and Required Information: Note that we may need to request additional information from you to verify your identity or understand the scope of your request. You will not be required to create an account with us to submit a request or have it fulfilled. We will require you to provide, at a minimum, your name and phone number.
Authorized Agent: Depending on your state of residence, you may also designate an authorized agent to make requests to opt out on your behalf by designating such an agent in writing or through a power of attorney. We will require the agent to provide us with proof that you have authorized the agent to make requests on your behalf prior to accepting requests from the agent.
Opt-out Preference Signals: Under some state privacy laws, certain mechanisms or technologies may be used to signal your opt-out preferences to entities that process personal information. To the extent that we are able to recognize these signals and they are legally sufficient, we process these signals as requests to opt out of processing for (i) sales of personal information and/or (ii) sharing or processing of personal information for targeted advertising.
